It was generally anticipated that Fubara, who has been out of the nation, would return to work as soon as President Bola Ahmed Tinubu's emergency rule ended on March 18.
On Thursday morning, Vice Admiral Ibok-Ete Ibas (rtd), the outgoing Sole Administrator, formally left Government House after announcing the end of his term.

Only a small number of civil servants and security guards were permitted entry.

Ezebunwo Ichemati, the former chairman of the Port Harcourt City Local Government Area, reported that Rivers residents turned out in force to celebrate the emergency rule's ending.
